The National Insurance Crime Bureau (NICB) reported today the top 10 Metropolitan Statistical Areas (MSAs) with the highest vehicle theft rates.    Four of the top 10 MSAs reported more thefts in 2011 than 2010. The 1971 Chevrolet Chevelle Malibu, valued at approximately $20,000, was reported stolen on Sunday, December 5 in Vallejo, CA and tracked down –just one hour after LoJack
